Michigan law explicitly recognizes and licenses cannabis “Designated Consumption Establishments.” These are commercial venues where adults 21+ can legally consume cannabis products on-site. The Michigan Marijuana Regulatory Agency (MRA) issues Consumption Lounge Licenses to qualified entities. Pursuant to state rules (MRTMA and R 420.21(3)), any person or business that allows on-site cannabis use in exchange for a fee or membership must hold this license.

However, the Legislature has directed the Cannabis Administration (MCA) to delay issuing these licenses until local zoning is ready and the new rules are promulgated.
Illinois legalized adult-use cannabis in 2019, but social consumption lounges are governed at the local level. The Cannabis Regulation and Tax Act expressly permits on-site consumption areas, but only if a city or county authorizes them. The state law did not initially create a standalone lounge license; instead, municipalities may allow existing dispensaries or tobacco shops to host “cannabis consumption lounges”.
In the District of Columbia, cannabis use and possession by adults 21+ is broadly decriminalized, but retail sales remain illegal due to federal restrictions. Unlike jurisdictions with regulated adult-use sales, D.C. has no state-sanctioned retail market, which means there is no official license for public consumption lounges. Public consumption of marijuana is explicitly prohibited under D.C. law (fine up to $100) and the city has only considered private club models.
Colorado law permits licensed on-site cannabis consumption spaces (often called “marijuana hospitality establishments”) with both state and local approval. The Marijuana Enforcement Division (MED) of the Colorado Department of Revenue issues two lounge-style licenses: a Marijuana Hospitality Business License (for consumption only) and a Retail Marijuana Hospitality and Sales Business License (for consumption and on-site sales).
