Who regulates cannabis in Maryland?
The Maryland Cannabis Administration, or MCA, regulates both adult-use and medical cannabis in Maryland. It issues grower, processor and dispensary licenses in standard and micro tiers, runs the licensing lottery rounds, and enforces operating rules alongside the Alcohol, Tobacco and Cannabis Commission. The MCA was established under the Cannabis Reform Act after voters approved Question 4 in November 2022.
How are Maryland cannabis licenses awarded?
By lottery, not by competitive merit score. The MCA first reviews each application against threshold requirements covering ownership, social equity qualification, site control and financial capacity. Applications that clear that review enter a random draw for the available licenses. Because there are no bonus points to earn, the entire task is eliminating any defect that would remove you from the pool.
What is a Maryland social equity cannabis applicant?
A social equity applicant must be at least 65% owned and controlled by individuals who meet the state’s criteria, which center on having lived in or attended school in a disproportionately impacted area, or having attended a qualifying Maryland higher education institution. Early MCA licensing rounds were restricted to verified social equity applicants, so the structure must be correct before you apply.
Is Maryland accepting new cannabis license applications?
Maryland licenses in discrete rounds announced by the Maryland Cannabis Administration rather than continuously, so whether a window is open depends on the date you are reading this. What cannabis license types can I apply for in Maryland?
Maryland issues grower, processor and dispensary licenses, each available in a standard tier and a smaller micro tier with lower canopy or square footage ceilings and lower fees. The state also provides for incubator space and on-site consumption authorizations. Micro tiers are the realistic entry point for most first time applicants who do not have institutional capital behind them.
What does the MCA inspect after you are licensed?
Seed to sale inventory reconciliation, video surveillance retention, limited access area badging, waste destruction documentation, employee records and product testing results. Most Maryland enforcement originates in paperwork rather than in the grow room.
