Georgia Cannabis Consulting, Low THC Licensing and Compliance
Georgia has no adult-use market. The Georgia Access to Medical Cannabis Commission licenses in-state production and dispensing of low THC oil under HB 324, while the Haleigh’s Hope Act of 2015 set the 5% THC ceiling registered patients may possess. Georgia cannabis consulting here is a low THC manufacturing and distribution problem, not a dispensary problem. Catalyst BC has secured 57+ licenses at a 96% competitive application success rate and designed 11M+ square feet of licensed production space.

Georgia, located in the southeastern U.S., is known for its rich history, southern hospitality, and diverse landscapes, ranging from coastal marshes to the Appalachian Mountains. The state’s economy is robust, driven by industries such as agriculture, film, logistics, and manufacturing. Georgia is a leader in the production of peaches, peanuts, and pecans and has recently emerged as a key player in the film and entertainment sectors.

Frequently Asked Questions:
Georgia Cannabis Consulting
Is marijuana legal in Georgia?
No. Georgia permits only low THC oil containing up to 5% THC for registered patients under the Haleigh’s Hope Act and HB 324. There is no adult-use market, no recreational retail and no legal home cultivation. Possession outside the registry remains a criminal offense. In-state production and dispensing are licensed by the Georgia Access to Medical Cannabis Commission.
Who regulates medical cannabis in Georgia?
The Georgia Access to Medical Cannabis Commission licenses and regulates in-state production, manufacturing and dispensing of low THC oil. Patient certification and the Low THC Oil Registry sit with the Department of Public Health, and industrial hemp is licensed separately by the Department of Agriculture. Three different agencies, three different applications, and operators regularly confuse them.
What cannabis licenses does Georgia actually issue?
Georgia issues Class 1 production licenses at the larger indoor cultivation footprint, Class 2 production licenses at a smaller footprint, and dispensing licenses. Independent pharmacies have also been brought into dispensing low THC oil to registered patients. Georgia does not issue adult-use retail, delivery or consumption lounge licenses, because no adult-use market exists in the state.
Is Georgia accepting new cannabis license applications?
Georgia issues production licences in defined, capped rounds rather than continuously, and past rounds were competitively scored and heavily litigated. Because the number available is small, preparation has to be complete before a round opens rather than started when it does. Catalyst BC tracks Commission activity and tells you what documentation to assemble in advance.
Can Georgia pharmacies dispense low THC oil?
Yes. Georgia opened dispensing of low THC oil to independent pharmacies alongside the dispensing licenses issued by the Commission, which materially widened patient access compared with the original licensed dispensary footprint. For a producer that changes distribution planning, packaging and chain of custody documentation, because product moves through a pharmacy channel rather than a cannabis retail channel.
How much THC can Georgia low THC oil contain?
Georgia low THC oil is capped at 5% THC by weight, with a possession limit set in fluid ounces for registered patients. That ceiling is a manufacturing specification, and hitting it consistently requires cultivar selection, environmental control and batch testing discipline rather than blending after the fact. Products outside the specification are not saleable in Georgia.
Is a Georgia hemp license the same as a cannabis license?
No. Industrial and consumable hemp are licensed by the Georgia Department of Agriculture under the state hemp programme and are legally distinct from the low THC oil regime the Commission administers. Operators sometimes assume a hemp processor licence permits low THC oil production for registered patients. It does not, and the compliance obligations differ substantially.
What does Georgia cannabis consulting from Catalyst BC include?
Application work written to the Commission’s published criteria, indoor production facility design to IBC, ASHRAE 62.1, SMACNA and ASABE, cultivar and chemotype programmes that hold product under the 5% ceiling, and compliance systems covering testing, labeling and chain of custody. Catalyst BC has secured 57+ licenses at a 96% competitive application success rate.
