Who regulates cannabis in Connecticut?
The Department of Consumer Protection regulates cannabis in Connecticut under RERACA, the Responsible and Equitable Regulation of Adult Use Cannabis Act passed in 2021. The DCP runs the license lotteries, issues provisional and final licenses, registers employees and conducts inspections. The Social Equity Council separately reviews and verifies social equity applicant status before those applications proceed.
Is cannabis legal in Connecticut?
Yes, both medical and adult use. Connecticut has run a medical marijuana program since 2012, and adult use was legalized when RERACA passed in 2021, with licensed adult use retail sales beginning in January 2023. Municipalities retain zoning control, so a town can restrict where cannabis businesses operate even though the state permits them.
How do you get a cannabis license in Connecticut?
Through a lottery. The Department of Consumer Protection opens application rounds by license category, and 50% of the licenses in each category are reserved for social equity applicants. Winners receive a provisional license and must satisfy build out, municipal approval and DCP requirements to convert it to a final license within the state’s timeline.
What qualifies as a social equity applicant in Connecticut?
Social equity status turns on ownership and control by individuals who meet income limits and who have lived in a Disproportionately Impacted Area for a qualifying period, verified by the Social Equity Council. Because it is an ownership test rather than a paperwork test, it has to be structured when the entity is formed. We review structures before an application round opens.
What is a hybrid retailer in Connecticut?
A hybrid retailer serves both registered medical marijuana patients and adult use customers from the same premises. It removes the need for two separate businesses but raises the recordkeeping burden, because patient sales, product reservation for patients and adult use sales must all be documented distinctly. Most of the findings we see at hybrid sites originate in that split.
What is a Connecticut micro cultivator license?
A micro cultivator license is Connecticut’s small scale grow tier, created so operators can enter without the capital a full cultivator license demands, with the option to expand grow space over time subject to DCP approval. It is the most realistic route for most first time Connecticut applicants, and it is the tier we most often recommend structuring toward.
