Medical cannabis has been legal since voters passed the Arizona Medical Marijuana Act in 2010, and adult use became legal when Proposition 207, the Smart and Safe Arizona Act, passed in 2020, with licensed adult use sales beginning in early 2021. The Arizona Department of Health Services regulates both programs.

The Arizona Department of Health Services regulates cannabis in Arizona. ADHS issues marijuana establishment licenses, licenses testing facilities, issues the agent cards workers must hold, approves ownership changes, and conducts inspections. Cities and counties regulate separately through zoning, separation distances and local permits, so an ADHS license alone does not entitle you to open at a given address.

Not through a general open window. Proposition 207 capped marijuana establishment licenses by formula and the social equity licenses created under it were distributed by random selection in 2022. Most new entrants acquire an existing license and seek ADHS approval for the ownership change. Catalyst BC handles the diligence, valuation review and transfer preparation for that route.

State application and renewal fees are the small part. In a capped market the real cost is the acquisition price for an existing establishment license, plus the premises, the build out and any remediation of inherited compliance problems. Because prices vary widely with location and license condition, we value the specific license in front of you rather than quote a market average.

A dual license lets a single Arizona marijuana establishment serve both registered medical patients and adult use customers from the same site. It removes the need to operate two separate businesses, but it raises the recordkeeping burden, because medical and adult use activity, testing and inventory must still be documented distinctly.
