Who regulates cannabis in Michigan?
The Cannabis Regulatory Agency, or CRA, regulates both adult-use and medical cannabis in Michigan. It issues all license classes, runs prequalification and facility licensing, oversees Metrc seed to sale tracking, and orders recalls when testing integrity fails. Adult-use was authorized by MRTMA, approved by voters in November 2018, with medical operating under the earlier MMMA framework from 2008.
Does Michigan limit how many cannabis licenses it issues?
The state does not cap license numbers, which is unusual and is a large part of why Michigan has so much supply and such low prices. The limit is local: municipalities must affirmatively opt in to allow cannabis businesses, and most Michigan municipalities have not. Where a city opts in and caps numbers, it runs its own competitive or lottery process.
What is CRA prequalification?
Prequalification is the first of Michigan’s two licensing steps. The CRA vets the applicant entity and every supplemental applicant, meaning owners and other disclosed parties, through background and financial review before any site is considered. Only after prequalification do you apply for the facility license against a specific address with municipal authorization. Starting prequalification early is the cheapest schedule saving available.
How does cannabis consulting help Michigan growers?
In a market where wholesale prices have collapsed, consulting has to move cost per gram rather than sell an application. What is the difference between Michigan Class A, B and C grower licenses?
Class A allows up to 100 plants, Class B up to 500 and Class C up to 2,000. Class C licenses can be stacked at a single site, which is how Michigan’s largest cultivators reached scale, and an excess grower license is available above that. Your class choice determines your capital requirement, your fee and your realistic cost per gram.
What causes most Michigan cannabis compliance violations?
Unexplained variance between physical inventory and Metrc records is the leading trigger, and it usually originates at waste disposal, drying loss or transfer documentation rather than in anything intentional. Testing integrity and microbial failures are the second cluster and are what drive CRA recalls. Both are process failures, which means the fix is an SOP rewrite plus training.
