Alaska Cannabis Consulting: AMCO Licensing and Compliance
Alaska licenses commercial cannabis through the Alcohol and Marijuana Control Office (AMCO) under 3 AAC 306, the rules written after Ballot Measure 2 passed in 2014, and it is one of the few states where a local government can protest an application after the board has already read it. Catalyst BC has secured 57+ licenses at a 96% competitive application success rate. Tell us your borough and we will tell you what stands between you and a license.

Frequently Asked Questions:
Alaska Cannabis Consulting
Who regulates cannabis in Alaska?
The Alcohol and Marijuana Control Office administers cannabis licensing and enforcement for the Marijuana Control Board, under the regulations at 3 AAC 306. AMCO reviews applications, runs inspections and processes license transfers, while the board votes on the applications themselves. Local municipalities and boroughs hold separate power to prohibit commercial cannabis or protest an individual application.
Is cannabis legal in Alaska?
Yes. Alaska voters passed Ballot Measure 2 in 2014, legalizing adult use possession and creating the commercial licensing framework now written at 3 AAC 306, with licensed retail sales beginning in 2016. Medical use has been lawful in Alaska since 1998. Individual boroughs and municipalities may still prohibit commercial cannabis businesses within their own boundaries.
What cannabis licenses can you get in Alaska?
Alaska issues retail marijuana store licenses, standard and limited marijuana cultivation facility licenses, marijuana product manufacturing and concentrate manufacturing licenses, and marijuana testing facility licenses. A retail store may also hold an onsite consumption endorsement, which Alaska authorized before any other state. The limited cultivation tier exists specifically to let smaller growers enter without warehouse scale capital.
Is Alaska accepting new cannabis license applications?
Alaska has no statewide cap and no periodic application window, so applications are accepted on a rolling basis and decided at Marijuana Control Board meetings. The practical constraint is local rather than numerical: many communities have prohibited commercial cannabis by local option vote. Confirm your community allows the license type before you spend money on a lease.
Do I have to live in Alaska to hold a cannabis license?
Alaska applies a residency requirement to cannabis licensees, which makes ownership structure a threshold question rather than a detail. Out of state capital generally has to be arranged so that the licensed entity still satisfies the state test. Get this reviewed before you form the company, because restructuring after filing usually means starting the application again.
Can a city or borough block my Alaska cannabis business?
Yes, and this is the single most common reason Alaska projects fail. A municipality or borough can prohibit commercial cannabis entirely by local option vote, and a local government can also file a formal protest against a specific application already before the board. Local approval and community relations belong at the start of your timeline, not the end.
How long does it take to get licensed in Alaska?
Plan on several months from a complete filing to a board vote, then further time for build out, final inspection and approval to operate. Freight lead times for equipment into Anchorage or Fairbanks routinely add weeks that operators in the lower 48 never budget. Catalyst BC builds the schedule backwards from board meeting dates and shipping windows.
Do you have any Alaska cannabis clients?
Yes. Catalyst BC has worked with Hide Tide Farms in Alaska since 2016. Our wider record includes Harborside in Salinas, California, Cultivate Holdings in Uxbridge, Massachusetts, Kind Love in Denver and Hexo Corp in Gatineau, Quebec, adding to 57+ licenses secured and 11M+ square feet designed. Our headquarters office is in Denver, Colorado.
